Can I stop users from canceling my Print jobs

It may be necessary to implement safeguards so that, when active print jobs are already queued, other users are unable to cancel them in order to bypass the queue.

As you may see, this screen shot allows users to cancel Print jobs

Now this feature is part of the Printers built-in security feature and not related to the HP Authentication Suite of Applications. 

Here is a Screen shot of where you can go to block users from Cancelling Print jobs, while still allowing them to see how many jobs are queued, and their owners.
