Is it Optional?
Yes - if you do not want to report on Print,Scan,Fax,Copy, paper, Toner Usage, then feel free not to implement.
Are there any costs associated with running an Azure Monitor Log Analytics Service?

Blob Storage: The Storage Account is a required part of the App Functions and Log Analytics. It stays active to support:
- App Functions: It’s the "home" for our app's code. When the service needs to run a task, it grabs the code from here.
- Log Analytics: It keeps your Query History and Saved Queries safe. This way, you don't lose those complex queries you’ve built to analyze your data. it is required part of log analytics initial installation.
